I am Stefan Schandera.


I work where strategic intent and operational reality diverge. My background is not rooted in abstract models, but in three decades of experience in environments where decisions carried immediate and often irreversible consequences.



What I bring


Crisis logistics under extreme conditions:



From the initiation and leadership of a humanitarian aid transport into besieged Sarajevo (1995) to the rapid build-up of an evacuation network in Ukraine (2022) that enabled the extraction of more than 4,500 civilians.


Operational leadership in volatile environments:


Heading a multi-ethnic education institution in North Kosovo (2013–2015) — operational responsibility and strategic bridge-building between hardened Serbian and Kosovo-Albanian fronts under sustained political pressure.


Analysis of informal power structures:


Coordination of a multi-partner applied research project (Germany–Ukraine/Russian Federation/Belarus, 2009–2014), involving leading research institutions from these countries, focusing on regulatory barriers, non-codified power structures, and their impact on industrial investment decisions in renewable energy, with a particular emphasis on bioenergy.


In a related but separate context, I conducted a pre-feasibility study for a technology park in Ramallah (Palestine) in 2009, under heightened political and security constraints.


Institutional resilience & innovation:



More than a decade of work within World Bank and UN programmes across Eastern Europe and Central Asia, with a focus on building enterprises and innovation ecosystems at the interface between public authority and market logic in transition economies.


Investment & advanced industrial engineering:



As a partner at Gigahertz Ventures and ua.ventures, smart capital (angel) investments in early-stage enterprises, with a focus on advanced industrial engineering. A smart capital investment is the combination of capital, access to network, and mentorship.



My approach:




Risk management beyond paper compliance.
 I support investors and enterprises in remaining operational under real-world conditions of enforcement, power, and implementation.


This perspective is informed not only by long-term work in non-Western environments outside expatriate contexts, but also by personal experience with systemic rupture and enforcement realities in Europe itself — having grown up and entered professional life in East Germany, including direct exposure to state control mechanisms, and having left the GDR for the West prior to the fall of the Berlin Wall.
